TL;DR: 7-8% more damage amortized in PvE. Same in PvP but due to the fewer number of rounds, depending on your RNG luck, this could win you the fight or it could do nothing. Good luck getting the affix though with its 0.053% chance!
Additional notes: 8% chance to trigger a technique a second time. Technique cooldown doesn’t change. Percent chance stays at 8% even with seasonal bonuses. Can only be found on main weapon, with a 0.053% change of getting it (good luck lol). Only available on Season 3 gear and later. Effect is also unique, getting 2 instances of it (somehow) won’t do anything. Can only trigger once per turn, so you should adjust your loadout ordering to frontload your heavier hitting skills.
