Keripo’s PvP Tier List V1.8: Bae Edition

Bay has some very interesting quirks worth noting so I’m gonna copy-paste my whole “Initial Analysis” rant here that I normally only post on Discord:
~Initial PvP Analysis of Bay~
tldr: Bay is your budget Noah, helping you counter Scarlet/MPrivaty teams but falls short against other comps.
At a first glance, Bae Bay seems like just another bait banner leading up to the inevitable 1.5 Anniversary banner, but after some testing, it turns out she actually has a pretty good use in PvP.
Bay’s S1 adds a Jackal-like damage share buff but to the entire team. While this sounds great, the buff only applies AFTER she bursts, which reduces a lot of usefulness, aka it doesn’t help you build that initial burst gen like Jackal and it doesn’t help your P1 unit survive longer. She also gives the entire team a 10% DEF buff but that doesn’t mean much given DEF is a flat damage reduction in the damage formula.
Bay’s S2 at first glance seems dumb… the exact same effect as S1 but with an additional Cover HP recovery effect after Full Burst end (which is pretty useless since Cover in PvP is almost always gone before the end of Full Burst). Except its actually very very different. The original JP skill description (which KR and EN both mistranslated) is that Bay’s COVER also gets the damage share buff (now splitting the damage 6-way instead of just 5-way), which has huge implications. First, for some reason or other, the “proportional” part actually ends up somehow meaning almost ALL damage shared gets shared to Bay’s Cover. The second is that, like Shields, damage taken by your Cover doesn’t overflow to the unit. This means if Bay Cover gets hit by 1 billion damage, it simply just absorbs all 1 bil damage and blows up, fully protecting Bay (and in turn, the rest of your team).
This makes Bay a strong anti-nuke unit whose Burst can counter Scarlet and MPrivaty’s B3 AoE nukes, as well as single target nukes like Power and Snow White’s. Due to the buff only being active while Cover is up though, it only blocks the first hit of Maiden’s nuke. It also doesn’t block 2B or Emilia’s nukes due to how the targetting for those skills are implemented, and it only buys a bit of time against multi-hit attackers like Scalter, SAnis, Red Hood, and Alice. Also note that once the Cover is broken, Bay starts taking the damage that her Cover would have. For example, if an attack were to do 60k damage, Bay would take 20k while the other 4 units would take 10k each.
Bay’s Burst is just meh in PvP. The first half increases her Cover’s max HP by a decent chunk, but its nowhere near enough to let the Cover survive getting nuked. The second party gives the entire part a decent 8.87% damage reduction buff. Which is pretty good but not really game-changing. Bay’s Burst is really just an enabler for her S1/S2 effects, nothing more.
So overall where does this leave Bay? Well she hard counters Scarlet, which is currently one of the strongest B3 attackers in PvP, so that alone gives her some pretty strong value in SP Arena (and later on, Champion Arena), especially for those who are unfortunate enough to not have rolled Noah yet. Her usefulness also doesn’t depend on her skill or investment scaling, so she is perfectly usable at 1 copy with 1/1/1 skills. But compared to Noah whose 3-second team-wide invuln counters every AoE nuke setup (except Emilia) and also has a self-taunt, Bay falls a bit short.
One very interesting use for her though is with Team Quiry, aka the One True Stall Meme Team. With enough investment, Team Quiry V3 can even beat a Scarlet “God Comp” setup! https://youtu.be/nfBjudEtlGg
Keripo’s PvP tier list rating: A
I also bumped up XAnne to A+ (given all the new Attacker hypercarries she works with since I first graded her) and updated the chart version of the spreadsheet in case anyone still looks at that.
Like with all tier lists, all ratings are subjective and should only be used as a reference for your own team building efforts.
